Overview

PotomacWave is currently seeking a Procurement Specialist to join our DHS team in Arlington, VA (Ballston office)!  The DHS team supports DHS Acquisition (“Big A”) by assisting the government in maintaining the DHS Level 1 program acquisition plans.

 

The ideal candidate will assist the government with pre- and post-award functions for contracts, task orders, and agreements by supporting the Contracting Officer’s Representatives (CORs) in preparing procurement documentation including market research reports, Statements of Work (SOWs), Performance Work Statements (PWS), Independent Government Cost Estimates, justifications, Determinations & Findings (D&F), etc.

 

Responsibilities

  • Assist the government with timely development and submission of procurement packages
  • Advise and assist the government regarding contract or task order performance and issues involving scope and compliance
  • Support the government CORs with contract execution activities, including organizing and tracking contract deliverables and invoices, reviewing invoices and recommending approval, monitoring burn rates, and preparing packages in support of contract modifications
  • Assist the government in developing and maintaining Standard Operations Procedures (SOPs)
  • Support the government property managers by researching contract documentation and invoices to help ensure property is properly accounted for and tracked
  • Support the government CORs with ad hoc projects to help ensure effective and efficient contract management
  • Provide organization and process improvement recommendations in order to increase efficiencies throughout the investment and contract management process

Qualifications

  • Candidate will need 5-7 years of onsite industry experience with procurements and contracts
  • Strong working knowledge of contract administration principles and possess working knowledge of the Federal Acquisition Regulation (FAR)
  • Demonstrated experience working on contract/procurement packages and working with hands-on development of documents such as SOW, PWS, ICGE, Market Research, J&A, PRs, etc.
  • Demonstrated experience with contract management and hands-on experience with invoice review and reconciliation, tracking contract funding levels and burn rates, and supporting contract changes and analysis
  • On-site, government contract management experience and has demonstrated experience working directly with Contracting Officer’s Representatives (CORs), previously called COTRs
  • Experience working with a variety of contract types and vehicles, including cost-type, T&M, fixed price, performance-based contracts, GWACs and GSA Schedules, will be considered a plus
  • Proficient in Microsoft Word, Excel, PowerPoint, Project, Visio, and SharePoint, and knowledgeable of spreadsheet creation and utilization to depict data and make informed decisions from such data, including pivot tables and advanced formulas
  • Strong contract writing skills
  • Effective customer service orientation and attention-to-detail
  • Strong organizational skills, with the ability to work both independently and as part of a team

 

Education/Certifications

  • Bachelor’s Degree in Business Administration, or related field, is preferred
  • CPCM/DAWIA/FAC-C certification, or related coursework, will be considered a plus

 

Clearance Requirements

  • Secret Clearance Required and DHS Suitability Preferred
