Overview

PotomacWave is seeking a Portfolio Management Analyst to provide analysis, planning, integration and facilitation support for Product Owners and Portfolio Managers developing the Electronic Immigration System (ELIS). The project contributes to a critical Homeland Security initiative that supports the government’s mission to transform the current immigration system.  This position is part of our DHS USCIS team located in the Washington DC Metro area.

Responsibilities

Activities and Responsibilities

  • Provide analysis, integration, planning and facilitation support for Product Owners and Portfolio Managers
  • Act as liaison between Product Owner/Portfolio Manager and development team Business Analysts to plan, prioritize and manage software product delivery
  • Provide support with Agile product life cycle meetings, developing briefing materials, developing documentation, and submission of formal documentation
  • Assist in identifying and implementing best practices for facilitating actionable solutions that provide value to the business and satisfy the needs of business stakeholders.
  • Assist in development, documentation, and maintenance of standard program management processes within the division
  • Assist the Government staff with collaboration and communications between internal USCIS stakeholders
  • Assist the Government staff with providing general meeting facilitation support, (note taking, PowerPoint briefings, process flow diagrams, etc.)

 

Qualifications

Knowledge Areas

  • Agile project management experience required.
  • Familiarity with USCIS immigration system strongly preferred
  • Familiarity with JIRA, Confluence and/or Service Now preferred
  • Superior Program Management skills
  • Relevant Professional Certification preferred – PMP or ACP
  • Excel Analysis Skills (e.g. Pivot Tables, Data Mining)
  • Ability to translate data and technical information into clear plain language and business terms to all levels of the organization.

  • Strong teamwork skills with flexibility working with diverse personalities

 

Education / Certifications

  • Minimum of 4 years of experience working in Program/Project Management; Agile Project Management experience strongly preferred.
  • Bachelor’s degree in Information Technology, Engineering, Program Management, Business or a related course of study required; Master's degree is preferred.
  • Proficiency using Microsoft Office products (Word, Excel, PowerPoint, Visio).
  • PMP or Agile related certification preferred.

Clearance Requirements

  • Candidate must be a U.S. citizen, and able to obtain a DHS suitability level clearance.
