  • Overview

    PotomacWave Consulting is currently looking for a Business Analyst who has experience with Cost Estimating, function point anlaysis, and software benefit-cost analyses to support our team in Washington, DC for the Department of State! This opporutnity is metro-accessible! 


    • On a monthly basis, collect and analyze software metrics on every release for each development and O&M contract in the CST portfolio, including software size, duration, staffing, defects, effort, averaging 130 active releases per month.
    • Measure release size using Function Point Analysis on every software release, including both Agile and Waterfall development methodologies regarding both commercial off-the -shelf (COTS) and custom developed code. Function point counts are performed by International Function Point Users Group (IFPUG) Certified Function Point Specialists (CFPS).
    • Perform monthly performance tracking with the SLIM parametric tool on every software release in the CST portfolio, develop SLIM parametric performance tracking and forecast reports for each release, and present analysis to support milestone/control gate decisions at weekly Stage Gate Review (SGR) meetings or agile sprints as applicable.
    • Update the CST Historical Database in the SLIM parametric tool with each completed software release, and update CST historical trend lines for productivity, staffing, duration, and quality.
    • Maintain and refine SLIM parametric templates configured for every type of CST application, and maintain standard report templates for CST management review of estimates.
    • Evaluate vendor development costs against parametric cost estimate, and quantitatively measure variances.
    • Perform independent assessments of price/cost quotes/proposals based on vendor provided historical metrics data, CST historical metrics data, and parametrically derived industry trend lines to provide cost estimating support for cost analysis and maintaining the cost model. 
    • Perform metrics-based health check by developing an independent parametric estimate using the SLIM tool, to forecast program completion dates, effort, and quality based on actual developer productivity to-date. 


    Functional Responisbilities: 

    • Expertise in analysis and defining client needs and applying methodologies to produce high quality deliverables related to Software Development, Network/Systems Engineering, Technology Architecture, or Technology Support
    • Assists project management to lead client teams
    • Supervises junior staff and reviews work for accuracy and quality of approach
    • Understands client environment and assists project management in addressing client challenges or issues
    • Prepares documentation, reports, and other deliverables for client approval
    • Analyzes, researches, and develops client solutions with team and supports team in implementation and client acceptance process of deliverables


    Minimum Educational/Degree Requirements: Bachelor's Degree in a relevant field which may include: Computer Science, MIS, or another related subject area


    Minimum Years of Experience: Up to five years of experience in Information Technology or related discipline
