  • Overview

    INSCOM Major Commands (MACOM) Budget Division. Responsible for the fiscal oversight, funds distribution, and the management of the allocation and execution rates for 14 Major Subordinate Commands   consisting of Military Intelligence Program (MIP), National Intelligence Program (NIP) and Army authorities. Provides financial and resource management recommendations within DOD fiscal law, applicable regulations, policies concerning the proper use of appropriated funds, and the commander's intent.

    Work requirement:

    • Responsible for distributing allotted funding via a FAD from the Sub Activity Group (SAG) to the Program Element (PE) level by Management Decision Package (MDEP) to subordinate organizations
    • Work with the primary program managers who develop the Program Budget Guidance (PBG) for all of the 14 MSCs
    • Perform limited management functions of the MSCs’ funding execution on a bi-weekly and monthly basis.
    • Review RM online FAD to ensure completeness, no duplicate allocations, or funding issues in excess of the Program Budget Guidance (PBG).
    • Reconcile duties is performed to determine whether or not the RM online preload and Resource Management Tool (RMT) post load data agree. If the data does not agree the program budget analyst must take appropriate resolution action to ensure the two data sets match.
    • Monitor the MSC's funding execution in order to assist the MSC in expediting any potential funding issues (e.g., request unanticipated funds request or realign funding levels from one PE to another)
    • Report obligation and corresponding disbursement levels to date to the G-2. Any variances from the G-2 expected obligation and disbursement levels need to be explained.
    • Pull necessary reports in ODS, RMT, and RM Online to ensure proper alignment of obligated, unobligated, and disbursed balances.



    • TS/SCI clearance
    • Ability to interface with senior military officials, managers, and major subordinate commands (MSCs) offices effectively
    • Experience working with Operational Data Store (ODS), Resource Management (RM) Online, and  Resource Management Tool (RMT)



    • A minimum of 5 years of experience working with DoD and IC financial management. Considered an intermediate level financial analyst
    • BA or BS degree or 9 years of experience with DoD or IC financial management in lieu of a Bachelor's degree
    • Completion of Fiscal Law, PPBE, and contract required courses within 120 days of arrival on contract
