  • Overview

    INSCOM Major Commands (MACOM) Budget Division. Responsible for the fiscal oversight, funds distribution, and the management of the allocation and execution rates for 14 Major Subordinate Commands   consisting of Military Intelligence Program (MIP), National Intelligence Program (NIP) and Army authorities. Provides financial and resource management recommendations within DOD fiscal law, applicable regulations, policies concerning the proper use of appropriated funds, and the commander's intent.


    Work Requirement:

    • Provide qualified support to the government in promulgating ICF policy, guidance and regulations.
    • Assist the ICF team with providing direction and technical guidance to subordinate commands and supported operating activities on all matters pertaining to funding authorizations, administration, supervision, control and use of Intelligence Contingency Funds (ICF) and budget submissions.
    • Assist and/or prepare memoranda of instructions, information papers, staff memoranda and related correspondence pertaining to ICF for higher and/or subordinate level review or approval.
    • Coordinate across the resource management community to ensure accuracy on all deliverables and prepare summaries as needed.
    • Receive and review ICF vouchers, and/or other related documentation for completeness and compliance with financial policies, procedures, and regulatory compliance.
    • Provide audit analysis by matching original authorization, receipts and voucher requests for payment.
    • Review supporting financial documentation to identify audit impediments and possible violations of government statutes or other funding limitations
    • Perform calculations to determine appropriate payment amounts, and make suggestive recommendations to subordinate commands and supported operating activities as required.
    • Follow up on voucher submissions and other discrepancies and serves as a liaison in the resolution of administrative problems and inquiries.
    • Maintain logs, enter and balance account data, and generate statistical summary reports as required.
    • Assist, as needed, in internal and external audits and determine quality improvement processes.



    • Strong communication and interpersonal skills.
    • Ability to interpret ICF policies and procedures
    • Detect violations of government statutes or other funding limitations
    • Coordinates various actions with subordinate commands, staff sections and activity directors
    • Knowledge of the roles, missions and functions of the Army Budget Office and Defense Intelligence Resource Management Office
    • Working knowledge of Microsoft Excel and should have the ability to work with complex calculations
    • Undergraduate degree in a field such as accounting, statistics, mathematics, computer science, human resources or business.


    • Minimum five years’ analytical experience working with financial management, disbursing, military organization, intelligence disciplines, and staff functions.
    • Must have a TS/SCI clearance
