    PotomacWave is seeking a Mid-level Financial Analyst - Government Contracting in Washington, DC to join our growing financial management team. This position will work closely with the Program Management Office staff, Capital Planning & Investment Control (CPIC) Administrator, senior management and technical staff to implement Planning, Programming, Budgeting, and Execution (PPBE) and CPIC processes. Ideal candidate has strong quantitative abilities and prior experience with DHS PPBE and/or CPIC.

    Responsibilities

    • Facilitate the budget formulation process including the creation, collection, and annual review of budget requests. Develop and implement the budget formulation strategy and process
    • Manage the fiscal year spend plan and reconcile account and project summaries to ensure they are in alignment with the approved budget
    • Support the planning, analysis, reporting, and implementation of CPIC requirements. Analyze the IT portfolio and provide recommendations on how to best meet CPIC and client requirements
    • Participate in out-year cost analysis. Conduct annual project out year cost analysis to help create future year cost projections. Analyze Resource Proposals to understand how source of funds will be affected
    • Assist with the compilation and analysis of data from the financial system to support responses to Congressional, DHS, and White House Office of Management & Budget (OMB) data calls
    • Assist with client program alignment to DHS and DOD strategies and portfolios

    Qualifications

    • Minimum of four (4) years of experience in conducting business and/or financial management tasks for commercial or government organizations. Plan, organize, execute, control, and perform project work efforts to meet contract requirements
    • Proficient in the following Microsoft applications: Word, Excel, PowerPoint, Outlook
    • Ability to communicate effectively, both orally and in writing, with senior personnel
    • Ability to read and interpret government policy, regulations, and directives and to apply those interpretations fully and legally to all activities
    • ACTIVE SECRET CLEARANCE

    Education/Certifications

    • BA/BS Degree
    • An additional four years (eight (8) years total) of experience can be substituted for a BA/BS degree
